Cormac Corporation is a woman-owned, SBA Certified 8(a) company with Headquarters in Herndon, Virginia. We are a CMMI Level 3 organization with focus on Data Management, Analytics and Health IT. This position will provide bid and proposal support to the Business Development and Capture Team.

Position Summary

The Proposal Writer/Manager will lead all aspects of the Bid and Proposal lifecycle including maintenance of SOP's and proposal artifacts, creation of repeatable templates, generating and formatting original content for proposal responses, and ensuring delivery of quality and timely deliverables against Government requirements. The Proposal manager will assist the Business Development and Capture team and participate in the development of corporate opportunity reviews and bid/no-bid decisions. Assists in capture related actions including capability statement development, presentation development, RFI response development, and solution messaging. Assists in proposal development with writing and formatting expertise in response to Government issued RFP's and task orders. Develops and executes marketing strategies in conjunction with Management team and strategic direction of the company.

Job Responsibilities:

Collaborate with the capture team to gain an appropriate understanding of the sales strategy and to ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition.

Perform a careful, detailed analysis of solicitations, including RFIs, RFPs, RFQs, TOs, etc. resulting in a thorough understanding of items required for a compliant response including development of a requirements matrix, and the ability to create and deliver briefs on response requirements, schedule, and estimate of level and mix of required support resources through to submission. You must have the ability to translate an RFP into a compliant, theme-focused outline.

* Plan proposal development and production support activities, prepare the master proposal schedule, and manage the proposal preparation process.

* Develop and manage the proposal team: assign key proposal leaders, including a Technical Solution Leader for proposals requiring a highly technical approach; allocate proposal personnel and resources to proposal leaders; and issue effective proposal instructions to proposal team staff

* Develop guidelines and processes for detailed pricing inputs, working closely with the Price Volume Leader to ensure cost competitiveness and consistency

* Conduct daily proposal status meetings to review proposal status in the following areas: proposal/program issues, volume status by section, proposal action item status by volume, program management status, technical baseline status, cost baseline status, and procurement/contract management status.

* Conduct storyboarding sessions that present overall proposal strategies and approaches to be integrated throughout all proposal sections

* Ensure integration of all proposal tactics, including implementation of themes, discriminators, and competitive ghosting.

* Prepare status reports and briefings for management; prepare, present, conduct, and participate in reviews at all stages in the proposal

* Direct writing/editing/rewriting efforts as needed

* Direct post color review recovery activities; track all recovery actions through resolution

Lead internal lessons learned meetings to identify ways of improving the proposal process and document recommendations for improvement.

Oversight of the document libraries and content within the corporate proposal portal including bid and proposal materials, boilerplate, active and archived proposals, and lessons learned libraries

JOB Qualifications

Bachelor's Degree and a minimum of five years of progressive relevant experience in proposal management.

* Excellent writing skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner to evaluators.

* Must be able to support capture managers and executive leadership in determining win strategy and evaluating the company's ability to win awards based on RFP and proposal analysis.

Knowledge of the Federal Government procurement process; experience with managing cradle to grave proposal efforts for Federal Civilian customers; experience with commercial proposals is a plus, and experience in managing and coordinating the work of multi-disciplinary teams.

* Proven ability to analyze RFP requirements, and synthesize information to support development of win themes and value propositions.

* Capable of professional interaction across all levels of personnel, including executive leadership, and technical subject matter experts.

* Capable of working under tight deadlines, with the flexibility to work on several projects concurrently.

* Strong problem-solving and decision-making abilities.

Extensive experience with desktop publishing and document formatting tools including Microsoft Office suite (Word, Excel, PowerPoint, Visio) and Adobe Acrobat

Experience with Health IT or supporting CMS / HHS is a plus!
